Improve Notification & Alert Management (Email + Active/Resolved)

Problem: Admins can’t easily find where to configure email notifications; once there, they can’t fully manage recipients; and the Active/Resolved alerts views don’t clearly reflect current status.
Impact: Slower incident response, confusion during data issues, harder to keep notification lists clean as teams change.
Requested behavior:
- Clear, single place to configure email notifications (or very clear labeling between the two areas).
- Full CRUD on recipient list (add/edit/remove) and fix non functional click behavior.
- Auto resolved alerts should disappear from Active and appear only in Resolved, with clearer visual differentiation between the two tabs.
